Sexton Blake and the Hooded Terror (1938)

Sexton Blake has been described as the poor mans Sherlock Holmes. He’s an amateur detective pitting his wits against the well known villian player Tod Slaughter. Slaughter was iconic in the role of mustache twirled villians.
